Why you want to be a non tecnocrat and an easy going person. Why you can not measure the losses in real time? Measure the losses by the seepage method along difference reaches of the canal depending upon vicinity of rivers, etc and other factors.

actually the canal has not been belt yet.....it is now in design phase
