Environmental rules/limitations/ criteria for RO plants brine stream discharge to sea.

I am about to evaluate different sea water desalination cases and I am looking for any environmental criteria and limitations regarding the maximum allowable salinity of the RO brine stream discharged to sea.

Does anybody have information about this issue?

California has a set of requirements for discharge from desalination facilities.  A good place to start is https://www.waterboards.ca.gov/water_issues/programs/ocean/desalination/

Regarding the issued question above, is there any differences between allowed amount of brine salinity discharged to big lakes ( like Caspian sea ) and this of free seas?
