In small plants you can only do manual with concentrate valve(s) to hold constant? projected  flow at changing temperatures. for slow start up can soft starter be used, but more comfortable is also here the VFD. Therefore you will need signals for the VFD as flow pressure and temperature. this isn't regular in small RO plants built in.

As always cheap capital cost isn't cheap operation. Lesson learnt doesn't work in pricing.
