As with most ground sources water, wells are a sync for ground water from precipitation. If the ground water is removed faster than it can be replaced with surface infiltration, the seepage pressure form the rivers will fill the wells. This is why coastal areas have salt water in the wells. That water is extracted below the river and ground water depth. Ponds and infiltration seeps built to collect run-off in the landscape will replenish the water faster. I would think the wells need to be out of the flood plain and river basin area.
