The MODFLOW family of codes is probably the most widely used in the world. MODFLOW was developed by the USGS and is available without cost at http://water.usgs.gov/ogw/modflow/. GMS and PMWIN mentioned by Marie Goddard and Prem Baboo both incorporate MODFLOW into their user interfaces, but the USGS also provides a graphical user interface called ModelMUSE.
