This is nice rainbow and candy sh..  There is one BIG problem with all of this its price. This sensor won't be cheaper than flow meter or any other utility. So some countries or cities could afford them but it will be small percentage of all countries. While someone won't found a way for cheap way to test water quality and pipe quality the same problem will exist. And the same old networks with faulty pipes will stay. Not because the government don't want to change them but because they can't afford it.
