Good starting point! Plenty of work ahead! One (critical) point missing from the key issues list is who can/will operate and maintain those decentralized individual systems. Both in terms of skills/certification and costs. We have gone through our "learning curve" here in AUS about 7 years ago in the midst of the drought.
