Very important discussion ...

Very important discussion indeed. In fact in some areas of Africa the major problem is un-even distribution of water resources worsened by the financial muscle of different countries. Therefore there is economic scarcity of water in Africa and other developing countries. Countries doing very well in water management are those with high level of political support. In developing countries there are so many water management problems which worsen the water scarcity. E.g waste-water and solid waste management is a very huge problem in Africa. In developing countries people think when water reaches the tap that is enough.

What a thought provoking ...

What a thought provoking question! Scarce has a lot of definitions. E.g. Namibia is not reckoned as a water scarce country - why? It has 3 major rivers at its borders and less than 2 million people. That means the per capita water availability is well within affluence even! The fact however is that between the rivers from north to south there is no surface water at all - a distance of 1 500 kilometres of desert and semi desert. Water is definitely being misused, polluted etc.

The increase in competing ...

The increase in competing water users such as human population, livestock watering, agriculture and industry are slowly depleting water resources.This scenario is exacerbated by climate change such as shorter rain seasons. Unless it is managed in an integrated manner, the water resource will get even more scarce.
