Many part of the world is facing the drought problem, but at least California govt is having courage to heavily fine the water misuses.

Hi Melissa - thank you for your comment. Well … we shall see how this policing works. As you see earlier comments as well as the general article, I am not sure how the enforcement in Californian context is effective. As you pointed out, yes, drought issue has been almost universal, even in highly developed countries like the US, particularly in the dry area such as Arizona close to the Mexican boarder regions. In Vietnam, they started something called Environmental Police, to inspect factories without any advance notice to ensure environmental law enforcement, but it is still in its infancy. Policies and laws are all well, but the main issue almost always comes down to "enforcing" them in reality.
