I have been in Water Demand Management for 15 years - operational and later at strategic level. Authorities ONLY pay lip service to WDM people. Why? If a politician supplies water he/she gets votes. If the same person is a fighter for WDM - NO votes because the measures are not in the eye. Nobody sees leak detection, repair of pipelines, awareness campaigns costing a pretty packet and all the appurtenant measures. It is simple really.
