I just learned somewhere that the groundwater level is decreased by some 100 meters in large part of India because of the non-regulated irrigation. Therefore restrictions are applied for ground water irrigation. Is that correct?

Yes, laws are enacted. However during good rainfall years, most of the provisions are neglected by all concerned.
