Night irrigation should also reduce loss due to evaporation, thus, less water needs to be used.

That is a definite advantage to irrigation systems powered by electricity given the less domestic power demand at night thereby facilitating energy balance in the power grids.

It is commendable that ...

It is commendable that agriculture, and by extension landscape planning, has developed such technologies as subsurface irrigation, deficit irrigation, drip irrigation among other water efficient farming techniques. These practices have seen an increase of 20% irrigated land relative to only 7% increase in water demand in the USA. The availability of sustainable technologies is not a limitation probably at the moment. The biggest challenge is the ability to implement these technologies extensively.
