Here are a couple links to pressure head conversion. The 1st requires an input of the height of the pressure head in meters. About half way down is kgf/cm^2. http://www.convert-me.com/en/convert/pressure/mwater.html With the 2nd link, while it is in American units, 32 feet and 9.8 meters are close enough. What this 2nd link shows is that an absolute vacuum can be achieved with such a pressure head. What I am suggesting is a modification of Heron's Fountain where he used pressure, I'll be using vacuum. And with a pressure head of at least 9.8 meters, an absolute vacuum at the top with above atmospheric pressure at it's base should allow the more massive pressure head to establish flow based in it's ability to perform work. http://www.convertunits.com/from/psi/to/foot+of+head metric to feet conversion http://www.csgnetwork.com/csgcvtmeters2ftincalc.html
