The problem is about paying for the infrastructure; everyone expects water services to be free so they don't pay when clean water is provided. This leads to a lack of asset management/maintenance and hence premature failure; also demotivated employees. If everyone undertook to pay as much for water as they do for their mobile phones then the problem would be solved almost overnight.
