Many thanks Kae Man and Christine. Stephen Siwila has uploaded a new document: 'water quality monitoring manual by WHO' to the Water and Sanitation group library. However, all the documents we have found so far refer to testing fresh water and groundwater sources = nothing so far on discharge or treatment standards. And the effluent will be normal household sewage i believe not industrial or commercial.
