I think it is a behavioral issue. There must be a commitment to keeping the environment safe. If people are committed to this, then they will take responsibility for where their feces eventually end up. I need to say that in Nigeria, there is no city with a city-wide central sewerage system. even cities with a good business case for PPP involvement.
