Competing uses of water within the same system provide a 'wicked problem' for policy - you can solve one aspect of it (e.g., harness hydropower to satisfy growing energy consumption) but inevitably you will create further problems elsewhere (e.g., displacement, loss of livelihoods downstream, environmental damage)
