Dera Amir, the Middle East and North Africa (MENA) region is the most water scarce region of the world and in recent years the amount of water available per person has declined dramatically. I read some where Julia Bucknall, Lead Natural Resources Management Specialist said that "Current estimates are based on constant rainfall patterns, yet the global projections for climate change actually indicate a drop in rainfall precipitation of 20 to 40% and an increase in temperatures- meaning increased evaporation". According to me the best solution is HARVEST water before its gone and then the cooperation among the countries is the key.
