One way to address flood control without testing, experimenting, etc., which may impact on the ecology of the area, is by means of numerical modelling. Once your model is set, you can simulate or forecast different impacts, e.g., high-water episodes, water scarcity, sudden storms, etc. I may help you with this, if this is what you are looking after.
