Since the captation and draining away of water (in concrete tubes) has become so highly efficient in Europe so little water is left to infiltrate locally where it can replenish the local aquifers and natural springs. The same problem occurs as the third world follows Europe and America (as being more advanced)?. It is folly and ignorance about how Nature functions to think that unless local infiltration of water is reestablished that anything can be done to improve the situation. It is time to be honest about simple mistakes that have become out of control !!
