It is always a pleasure to read the views of Dr Asit Biswas. In the matter of water management, in India, administrative role of River Chief will be resented by the well-established administrative framework and the Sponge Cities may be able to contribute in a small way because of the area they will cover.  Undoubtedly, conservation is the way to water management, of which the large scope is in laser levelling the fields in the rural areas and compulsory use of wastewater for flushing in the urban areas.
