Dear Asit Sir. I have gone thru your Hindu article and agree with you on all points given. The 3 essentials ie 1.past failures not to repeat/ correct and implmnt. 2. Present doables and proven practices to be progressed. 3. Future: Fix goals and targets in holistic pattern. Who is Responsible and Accountable for both qlty and qnty aspects of WRs. This body is to be fixed and improved upon. Both GW and River water in ponds and streams are connected in all ways.  Both are inter-dependent for apt e- flows and assets. Aquifers when full provide moisture for both rurals and urbans to be living. This moist nature in sub soil provides a sponge cushion effect to smther e quke / trmor effects.  Whereas a hard rocky terrain proves disaster to urban areas with high tise buildings Etc. become prone on seismic levels of Richter more than 4.0 NCR has to be cautious in this regard. We wish due diligence is afforded and right efforts in way of - technology and expertise - devices and practices and  - financing funds as needed available.
