The separation of stormwater and sewage wastewater into separate systems has been the mainstay of major cities here in Australia for many years. When I worked for a large water and wastewater organisation in the 1980's they used to run smoke up the sewer pipes to see where it came out of illegal stormwater connections. The property owners then had to replum their stormwater out of the sewerage system an into the stormwater system.
