Any claim that a municipal body, especially those managing neighbouring coastal populations, operates a circular economy on water while reliant upon marine disposal is nothing short of farcical.
Any competent, eyes-wide-open, experienced process engineer will come to that same conclusion for each and every municipal body making such claim.
This situation, from a wholistic viewpoint, also most certainly applies in the case of Singapore.
