Bonjour! Highly appreciate your comment and agree with it. Though all the professionals are bounded with certain ethics from various institutions, namely, FEANI, IEEE, ASCE, etc. The chosen people(politicians) are laymen(usually), my point is with having proper professional support, those of that misusing of funds can be stopped! Unfortunately, history repeats in most of developing countries, which should be clearly addressed!!!
