Civil Engineer with a Master Degree in Operations Research within the Water Economics and Finance Program (National University of Mexico UNAM and Mexican Institute for Water Technology IMTA), a Master Degree in Modelling, Organizations, Decision and Optimization at the University of Paris IX Dauphine. Have worked in private firms and public sector organizations at the federal, state and municipal level. Former General Director of Guanajuato State Water Commission and Guanajuato City Water Utility. Consultant for the World Bank, IADB, AFD, KFW, UN and other organizations. Have also worked in research projects at UNAM, IMTA and ITESM Water Center. Presently, Partner Consultant at Sextante SC and DTC with IADB, implementing AquaRating tool in Mexican water utilities.
