Laboratory Supervisor

The City of Oceanside is accepting applications for current and future vacancies for the position of  Laboratory Supervisor.  There is currently one vacancy in the Water Utilities Department. 

The Laboratory Supervisor will supervise and coordinate the operation of the water/wastewater laboratory and the industrial waste program; ensure the performance of all analysis required by Federal, State and local agencies; and perform related duties as assigned.

The City of Oceanside's Water Utilities Department services the water, wastewater and solid waste/recycling needs of the City's 178,021 residents. The department recently broke ground on it's Pure Water Oceanside Advanced Water Purification Facility, a first of its kind in the San Diego region, that will produce enough water to provide more than 30% of the City's water supply. The Water Utilities Department and its nearly 150 employees have also recently been the recipients of the Plant of the Year 2019 award by the California Water Environment Association for the San Luis Rey Water Reclamation Facility, as well as being named Outstanding Membrane Plant 2019 by the Southwest Membrane Operator Association for the Mission Basin Groundwater Purification Facility.
 

Examples of Duties

The Laboratory Supervisor will coordinate staffing and operational activities for the operation of the water/wastewater laboratory and the industrial waste program; participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures; identify opportunities for improving service delivery methods and procedures; direct, coordinate and review the work plan for assigned laboratory services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; write reports for Federal, State and local agencies; organize and coordinate water sampling functions; oversee the industrial waste program; ensure yearly lab certification is obtained; select, train, motivate and evaluate laboratory personnel; provide or coordinate staff training; implement discipline and termination procedures; develop and administer the laboratory budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; manage the Quality Assurance and Safety Programs; and perform related duties as assigned.

Experience and Training

 

Experience:  Four years of responsible experience in a water or wastewater laboratory performing chemical analysis including one year of administrative and/or supervisory experience.

 

Training:   Equivalent to a Bachelor's degree from an accredited college or university with major course work in the physical, chemical or biological sciences or a related field.

 

License/Certificate:  

 

Working Conditions and Selection Process

 

Environmental Conditions  Laboratory environment; work with water conducting laboratory tests; exposure to toxic chemicals, electrical or radiant energy and fumes or gases.

Physical Conditions :   Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; speaking and hearing to exchange information; operate a variety of laboratory equipment; visual acuity to conduct laboratory tests and read and interpret data.

Selection Process  All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process.  Failure to provide all required application material will result in disqualification from the selection process.  The process may include any combination of a written exam, oral interview, and/or skills assessment to further evaluate job related experience and skills.  Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.

Note:  Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination.  Drug screening may be required.
