Irish Water is part of Ervia group. Ervia is a commercial semi-state company responsible for Irish Water, Gas Networks Ireland and Aurora Telecom. Ervia directly employs over 1,600 people who deliver water, gas and dark fibre broadband services to 1.7 million customers daily.
The Role: The Asset Operations function within Irish Water is responsible for the delivery of safe, responsive, reliable and sustainable water and wastewater services. The DBO team within the Operational Efficiency and Contract Management Team are responsible for the management of the water and wastewater services that are delivered on behalf of Irish Water by external Contractors. Nationally, there are over 260 sites operated under c.120 contracts with an annual spend in excess of €100m.
The key aim of the DBO team is to ensure that Irish Water are achieving maximum value for money from the DBO Portfolio, all the while ensuring that the contractors maintain operational stability and efficacy in accordance with the provisions of the operations contract. Ensuring that the risk allocation assumed by all parties to the contracts at tender stage is correctly applied, while at the same time having an appreciation of the scale and complexity of the full portfolio, is a key requirement for the DBO Commercial Contracts Manager. Reporting to the National DBO Manager, the DBO Commercial Contracts Manager will be required to be the subject matter expert in the management of commercial contracts within the DBO Team, assisting the DBO Leads with the management of the commercial terms of the DBO contracts.
The role will also require the implementation and management of national commercial initiatives across the portfolio along with working with the DBO Leads in the analysis and resolution of contractor claims and assessments of variations on the DBO contracts.
Main Duties and Responsibilities:
Advise and assist the DBO Team on the commercial management of DBO contracts on an ongoing basis
Monitor and review contracts, ensuring they are compliant with Commercial terms (based on operational reports) and audit payments as required
Liaise with all Stakeholders, internal and external to ensure information; costs, and value meet the requirements of each DBO contract Lead the development and negotiation of national DBO arrangements with third party suppliers Role: DBO Commercial Contracts

Support Asset Strategy and Asset Delivery in the development and negotiation of DBO contracts
Work with the wider business to develop revenue generation initiatives from the DBO portfolio of contracts
Track and report to the wider business on the management of the Capital Replacement Fund within the DBO portfolio of contracts
Advise on contractual dispute resolution and contract interpretation for DBO contracts.
Raise contract commercial risks and issues as appropriate to the DBO Team
Support the National DBO Manager in execution of strategic and tactical commercial decisions
Ensure alignment to Ervia and Irish Water’s procurement practices, and industry best practice
Perform other duties as required from time to time
Knowledge, Skills and Experience:
Relevant third level qualification e.g. Bachelor's Degree in Quantity Surveying, Mechanical or Electrical Engineering, Business Management or related area
Minimum of 4-5 years’ experience in a Commercial or Engineering function within a large organisation
Experience working with FIDIC or NEC form of contracts
Previous experience in DBO Management desirable and relevant experience in the water and wastewater industry preferable
Ability to demonstrate developing and maintaining effective strategic relationships & key stakeholder management, both internally and externally to the organization
Good level of legal awareness and competence in assessing contract documents and contract requirements is essential.
Ability to assess and execute programs, policies and initiative operational needs;
Strong business acumen, communication and negotiation skills;
