For over 40 years, we have assisted our clients in a variety of projects including water and wastewater treatment plants, storm drainage, transportation, planning, construction management, and surveying. We have 10 locations across Texas: Houston, Plano, Fort Worth, Austin, Round Rock, The Woodlands, Rosenberg, College Station, Katy, and San Antonio. We currently employ over 550 experienced design professionals and support staff with plans for continued expansion and growth in our future.
SUMMARY
Jones|Carter is looking for a dedicated professional to lead a team of engineers in our Hydrology and Hydraulics Practice. The candidate shall be responsible for coordinating with Engineering staff for delivering a quality product in a fast-paced environment.
Responsibilities
- Ensure that projects are delivered on time and within established budget parameters.
- Direct and oversee budget and design, QA/QC, track workload, participate in hiring, training & mentoring EIT’s, invoice projects, lead client contact and oversee project status report review.
- Oversee the technical aspects of modeling, planning, and design of drainage infrastructure.
- Lead new business development initiatives including following through on leads, prepare SOQ’s, maintain and build existing client relationships, and prepare formal project proposals.
- Provides technical design of civil engineering projects from planning through completion.

- Establish and maintain client relations through regular and constructive communication with clientele and project team members.
- Conceptualizes the initial project scope, fee and schedule. Leads the development of design plans, technical specification and cost estimates. Manages all aspects of the project from planning to delivery, to meet quality standards, required specifications and project parameters including schedule and budget.
- Negotiates, develops and administers proposals, (including scope of work, fee and schedule), client agreements and sub-consultant agreements. Manages contracts and finances of project including contract, budget and cost-estimate reviews, client invoicing and initiates collection if required.
- Communicates and implements the plan for completing the project/projects; monitors progress against the plan, resolving operational problems to minimize delays. Prepares documentation for meetings or communications concerning project contractual or technical issues and identifies/evaluates project issues and problems. Identifies and negotiates necessary or specialized resources to complete the project.
- Reviews and makes recommendations on scope changes and change orders. Troubleshoots and resolves a variety of complex problems arising out of the design, operational, and communication processes. Takes corrective actions making adjustments and changes to ensure targets are met to specification.
- Prepares or oversees the preparation of complex engineering designs, specifications, studies, construction documents, analyses, plan sets, drawings, maps, reports, and JC Quality processes required for project delivery. Ensures plans and technical specifications are accurate and aligned to project purpose and need.
- Conducts project meetings with stakeholders, leveraging expertise to assist with decision making on complex project issues. Prepares and presents range of reports related to project work and serves as the principal project liaison, communicate progress and issues to clients and stakeholders.
- Assists with business development by cultivating and maintaining excellent client relationships, implementing marketing initiatives, helping with proposals, SOQs, presentations and client meetings.
Qualifications
- Bachelor’s Degree in Civil Engineering
- Registered Professional Engineer License
- At least 8 years of experience as a civil engineer focused on drainage design, planning, and modeling.
- TxDOT or Flood Control experience preferred
- Experience in technical writing of deliverables including work plans, quality program documents, summary reports and project correspondence as required.
- Must exhibit strong project management and leadership skills and be expected to maintain client relationships and continued development of project work.
- Experience with GIS, HEC-RAS, XPSWMM/STORM, Innovyze, and AutoCAD
