Summary: Veolia operates the City of Rialto's 11.7MGD Wastewater treatment plant, Water Distribution and Customer Service under a unique concession agreement with Rialto Water Services.

Position Summary: Under the broad direction of the VP Operations, Manages the business, technical and client relations activities of the project. Responsibilities include profit and loss, accounting, budgeting, and oversight of the project. Leads strategic planning, proposal coordination, contract development and client relations. 

Responsibilities:

BUSINESS UNIT RESPONSIBILITY for all activities and results of the business unit, its employees, meeting contractual deliverables, community event representation, and meeting the business unit financial expectations 

 

Client Relations

Leads the development of the client communications strategy.  Maintains strong client relations.  The face of Veolia for the City, attends meetings; builds upon stakeholder relations and keeps the client informed of current and outstanding events. 

Reviews documents for satisfactory content, arranges for on-time submittal to client.

Builds and maintains relationships with regulatory authorities and adjacent water agencies 

Contract Management

Well versed in the requirements of the O&M subcontract including all major activities within all departments (including water, wastewater, customer service and CIP) 

Responsible for directly managing, monitoring progress of, reporting and submitting all contract deliverables under the O&M subcontract.  Holds PMs accountable for reports and contract deliverables.

Maintains overall responsibility for O&M subcontract compliance

Leads non-contractual efforts for client including non-FIP projects and water conservation

Communications

Communicates company mission, values, behaviors and goals to teams

Prepares all monthly, annually, and special request reports in a timely manner

Supports and informs VP Ops and applicable Corporate staff on all related business unit matters

Organize and coordinate internal and external requests, emergencies and crisis management activities

Regularly meet with and inform general staff of project, company and city activities. 

Actively participates in public forums to support Veolia Water goals and to enhance community education.

Business Development

Develops a close partnership with the Business Development team and lead all local account management efforts.  Assists and advises Business Development team in local growth opportunities and proposal development

Financial

Accountable for project achieving or exceeding budget plan.

Ensures AGM and PMs are trained and held accountable for understanding and reporting on all financial results against budget and forecast for the business unit.  

Leads the development of the Annual Strategic Plan, including the annual expense and capital budget 

Safety

Promotes and models Safety Culture. 

Develops and executes plans to meet safety goals

Ensure plant compliance and adherence to OSHA, State and Veolia Safety and Environmental Programs

Oversee and ensure company processes and procedures are in place and followed by all departments

Identifies opportunities for improvement and guides implementation of changes or corrective actions.

HR

Anticipate and monitor staffing needs, planning and business case development for non-budgeted requirements

Lead and direct biweekly management staff meetings; conduct management employee reviews

Mentor/train all direct reports.  Ensure they and their staff understand and are compliant with all Veolia internal reporting, environmental and safety requirements and expectations

Look for opportunities to improve employee satisfaction and development 

Oversee all union related matters

Qualifications
 
JOB REQUIREMENTS:

Must have a four-year college or university degree in a related field; master’s degree in related technical or business field desirable. 

Minimum of ten years of experience in management of utility systems, showing progressive steps of increased responsibility. Must have at least ten years of supervisory experience evaluating direct reports. Must be knowledgeable in OSHA safety requirements.

Ability to plan, organize and directly control the utilization of scarce resources. 

Possess a thorough knowledge of the operation, maintenance, and process control of water/wastewater treatment facilities. 

Capable of overseeing and ensuring the proper management of multiple priorities. 

Must be reliable, thorough, and dependable with the ability to work both independently and as leader of a team. 

Ability to interface effectively with clients including preparing and presenting information at public forums including but not limited to clients governing boards.

Must present a neat, courteous, and professional appearance and attitude at all times.
