The U.S. National Institutes of Health convened a panel that determined there was "some concern" about BPA's effects on fetal and infant brain development and behavior.In 2008, a report by the U.S. National Toxicology Program (NTP)  agreed with the panel findings, and stated that  "some concern for effects on the brain, behavior, and prostate gland in fetuses, infants, and children at current human exposures to bisphenol A," . A new E.U. law (Registration, Evaluation, Authorization and Restriction of Chemical Substances, or REACH), which took effect last year, requires that chemicals, such as BPA, be proved safe.
