Hi Brian,
I used to work for a Swiss foundation / NGO which is operating with local partners in Brazil, Colombia, Honduras, Nicaragua and Guatemala. They have no WASH projects and water harvesting / disaster risk reduction are their focal points closest to WASH.
On the other hand they are familiar with the NGO-landscape in the countries you mention and might be able to help you.
