Things to consider:
-is the lagoon area home to protected species and/or is it an important stop over for migratory birds
-conversion to freshwater would mean blocking off salt water recharge. This essentially would prevent flushing of the lagoon and could cause a build up of silt and contaminants. High levels of pollutants and need to dregde the silt to maintain capacity pose new problems
-is the lagoon an important economic source for various users
-A SWOT analysis of freshwater coonversion of lagoon vs an alternative (e.g. desalination plant) should be carried out

attempt to convert lagoon in to storage for domestic water use will bring plenty of changes. First and most important - what is the source of fresh water to replenish lagoon water. Is it adequate enough to create potential difference to create fresh water floating zone, since entire salinity would not go off. Rest of the issue need attention subsequently.
