I hope I am not to late to help you answer few questions.
Ideal Ferric Chloride Dosing:
Depend on where the Sea Water you are treating. If it is in the GCC You Can Start with 4.3 ppm and perform Jar Test to fine tune the Ferric Chloride Dosing Rate. You may want to check Iron content before and after the Ferric Dosing in SeaDAF to check how well the seaDAF is performing
Continuous Chlorination during Algae Bloom is good to help maintain the plant availability during the Algae Bloom Season. It will help reduce the DP Spike in the Cartridge Filter. However You may want to increase the CIP during the period. The RO DP will increase sharply during the Algae Period however you may still recover the RO Performance through proper CIP.
