Hi Jordan  I hope that you are using a gravity flow network and not a pressurised system. For the former you can convert ends of each element to XY points. Then use the GIS to join to the DEM. Then using simple geodatabase queries a 0 or 1 can be added to indicate the gradient direction. Use this to generate a flow arrow style. Reconstruct the poly lines and use the centre point to display the flow arrow  Hope this helps
