What are the best combinations of wastewater treatment that are highly compatible with each other from primary to secondary and finished by tertiary treatment?

The location of the suggested plant will be in a Temperate region. (example: Wetlands, Septic tank, UASB, Trickling...etc)

For small flow upto 400 Cum/d Deep Tank Aeration system (DTAS) developed by us  having low area and low energy foot Print can be used. It will be followed by Tertiary Treatment Plant to use the treated waste water from WC flush and irrigation.

if you are looking for a natural ecological solution @edwwe as this will decompose the biodegradable portion of the waste water and the nutrient rich outflow could be reused for irrigation or an option that could be considered is to cover the lagoon and harness the biogases as well for renewable energy. There are a number of variables that would be taken into consideration. This is a very economical solution.

it depends on end product. ...

it depends on end product. what do you want to active because there are several technologies can be used. we have experienced with CAS, MBR, MBBR and SBR. we have found that MBR is very costly one compared to the rest.

There are several options ...

There are several options that can be considered, but first and foremost you need to determine the raw sewage load and decide on treated effluent parameters, then process units can be selected. Other drivers that can influence process unit selection could be site space constraints, electricity costs, skills available for O&M and available capex, opex

There are too many unknowns ...

There are too many unknowns to provide you with an answer. Can you elaborate? What influences will be had on the influent? What is the population size? Where will the effluent discharge go? What effluent parameters are regulated where the plant is located?

In addition to BOD and TSS, Nitogen, DO and E.coli levels will also need to be considered. Will the effluent be land applied as reuse?

If you can provide more information, we'd be able to narrow down options for you.

An MBR would be a good start. Often primary is not needed.  Just basic screening and then into a well proven MBR system can virtually eliminate TSS and get BOD

So much of the design is a function of flow, avaiable land, it's location and nature of the Wastewater. If strictly domestic waste or if mixed with Industrial or commercial waste. 

Obviously industrial waste may require a pre-treatment if harmful chemicals are discharged, if pH or mineral loading excessive, etc.

If commercial waste with high BOD, Fats, or surfactants etc., additional treatment steps would be needed..

Without detailed info on the wastewater composition, it would be hard to suggest best treatment practice.
