Can somebody out here advise on how we can get equipment for cleaning masonary or HDPE tanks which on receiving rain water over time develops a layer of silt which makes water unacceptable for various uses. Best Regards P.W.Karani

I do not think you need special tools, equipment or expertize. You may just need a young man with a long broom, ladder, containers (like a bucket, basin, bowel/cup, etc) and disinfectant (chlorine powder).
Try to "Google" what is available in your area for "swimming pool vac cleaner".
I would not be too concerned about some silt in a rainwater tank - maybe only if it was from organic material. Is there a bacterial water quality problem? Or is it an aesthetic issue? Probably best to focus on disinfection.
I can’t remember the name but they’re used to be a robotics company that would run inside the tank with a hose hooked to it so it is very efficient in removing solids from a tank. This was used in refineries and petro chemical plants many times. If I think of the name I will post it. Best of luck, Sean.
