I think that your best option is to contact with somebody from a multilateral bank like WB or ADB or some kind of cooperation agencies. All of them have some documents that could be usefull for you at the beginning. Tipically they have this documents as guides for subcontractors and/or partners
Sorry my knowledge of Africa experiencies is limited, but I know that there is a lot of experience of this kind of projects in South America for small comunities or areas, The problem is that the information is in spanish.
