The easiest and I think cheapist is ion exchange. If fluoride is your only target then after your sand filtration an activated charcoal bed followed by an anion bed. The anion is regenerative so if designed and installed correctly it can last for a few years. The City of Cape Town uses something similar but they remove minerals using a cation  resin. The water works is called Witsand. Cheap and reasonably low tech.
