Look at any reducing agent.  Sodium Thiosulfate is fed proportional to water flow to reduce chloride.   Floride and Chloride are in the same family.  Sodium Thiosulfate is used by water treatment plants for this purpose.  For indistrial processes, sodium sulfite is used, but not for potable.  I assume you are talking drinking water: if so, why would you want to remove it.  It has a purpose in preventing teeth cavities: and that is a fact.  Not something to be discussed, if you are one of the crazy people who are just against floride addition to drinking water,  without any knowledge of the facts.

I agree to some extend with what you have indicated , but i beg to differ with you indication that high fluoride levels have beneficial health effects.

The positive fluoride benefits are confined to waters with fluoride less than 1.5mgl.

You may perhaps require to check the WHO guidelines on the same.
