Rain naturally recharges groundwater if the soil is sufficiently permeable, and the deeper geology is also permeable. Is the area mostly developed by paved streets etc? Do you see a lot of surface runoff when it rains? Where does it go? Into a creek, pond or depression? Does it pool?
