Brian, in this hemisphere, WHO is represented by the Pan American Health Organization (PAHO). They have an office in every capital city at minimum. In the past when I was with a medical aid NGO we found them to be extremely helpful in navigating all aspects of our in-country work - often much  more responsive than the Ministry of Health or other government agencies.
