My suggestion is that you can conduct community needs assessment survey of several communities. You can get lead information about the communities from reports and also state officials working in the water sector.

It's important to evaluate the community-level and regional *resources*, not just needs. This facilitates building long-term capacity and creates a better likelihood that you facilitate meeting those needs with a solution that is appropriate for the given context.
