One obvious solution, if it were pre-built and trailer mounted, would be to use a microfiltration membrane.  This would remove both turbidity and many pathogens.  But it requires pumping as you know.  The zeolite media filter, mentioned by Chetan, would require less power and may be the best application in remote areas.
