In principle Fe and Mn can be removed in a two stages process: oxidation to particulate form of the metal ions and subsequent removal through filtration. Oxidation will not help NO3 removal wich could be removed through ion exchange resin columns. You are asking for a one-step process though. A sequential Anion / Cation resin bed or a mixed bed could be a one-step 'filtration' unit. RO Membrane could be another one-step process. Regeneration of the resins and RO membrane fouling by metals should be taken under consideration though.
