I think for the developing countries approach, education (water sustainability, groundwater resources, drinking water quality standard, etc.) and regulation are two most important factors to raise society awareness for sustainable water resources. This will complete the cycle gap between corporate, water services delivery, and users (society) thus providing users with sufficient amount of “compensation” (something to pay) in return for receiving water services.
