Alessandra, as someone has already mentioned, these standards change from country to country. Similarly, the wastewater standards in the United States varies from state to state. With that said, the California Water Board has the most stringent standards in the United States and most states will recognize a system if it is certified by the California Water Board.

Here are some guidance ideas to aid you in your search.
For the US: Consider the 10 States Standards which is pretty much applied and adopted by most states in the US. The designs are conservative, but they do work. The sponsoring organization is the Great Lakes-Upper Mississippi River Board of State and Provincial Public Health and Environmental Managers (GLUMRB) or look up "10 states standards".
For the EU you will need to look at their water quality directives which apply to specific regions. These are not guidance documents for design, but guidance on effluent and water quality.

Unfortunately, there are no international rules for wastewater treatment much less a single design & operation standard; it's all site-specific. You need to know exactly where the pant will be built to hone in on effluent standards. For instance, if you are building a consumer wastewater treatment plant in a specific USA town, there may be local, county, state, and EPA rules to which you must adhere.
