I agree with the previous post regarding identifying possible sources of lead contamination. Knowing the LSI of the water will indicate the corrosivity or scaling potential of the water. If lead soldered joints or pipe exist in the home than that could definitely be a source of the contamination if LSI indicates corrosive water; however if the contamination is coming from the distribution system that would be more difficult to address by eliminating the source. 

There is a robust treatment system I used in the past called LINX Water Treatment system  http://www.linxwater.com/contact-us that goes under the sink similar to RO.  It is a cation / anion exchange membrane that is regenerated with electricity instead of salt. I believe it can operate on 50hz power.
