What a great fortune for you. You can approach this problem with mans technology or try allowing nature to do what she is best at for the last 3 billion years. As everyone knows all plastics are organic material. All organic compounds are biodegradable. DNA microbes like bacteria and fungus do not have the genetic code to breakdown chlorinated hydrocarbons. The RNA microbial group does.  1. stop adding trash to the well. 2. add Rna microbes to the well. If well is dry add water to activate. 3. let nature do her job. Let the cook finish preparing the microbial meal. 4. Then you can either direct rain in the surrounding area to be funneled into the well.  5. Free clean abundant nutrient rich water for man, beast, or plants.  When people hear of your success they will understand their domestic trash and kitchen waste scraps can be composted on their property. Used for their gardens, from their rain water collection tank. Clean water, clean air, clean soil, healthy crops, and healthy people. Best part is, cost about one cent a day to use.  So no UN funding or experts with costly advice and expensive equipment. Let nature be your guide to all thinghs.

Decompose the existing matters is a good idea - Which we cannot retrieve it for use as the well section is complicated [too small] to take out.

All plastics are organic material - Doesn't it take years to decompose, which have already occupied the most of the well area ??

Excellent Questions!  "A man seeking truth is always worthy of its rewards". I do understand you can not take the trash out of the well. Also  using the wrong group of microbes will result in very long decomposition rates.  This project of yours is to clear out the well and allow fresh rain water to refill it for the local village.  I assume your long term goal is to replenish your ground water table.  There are 3 parts to accomplish this task. 1. Learn and teach all in the village how to collect, use, and reuse rain water. (long term home storage tanks advised). 2. Do not pull trash out of the well. All will decompose rapidly with the correct microbial group. Usually it would take a year or more for natural composting. With plastics 5 to 10 years. But when using natures oil eaters plastic are broken down much faster. 6 months  sounds about right.  The main reason for NOT pulling the trash out is the nutrient value. After breakdown rain will continue to fill the old well. This nutrient rich water can be used on crops. The RNA group of microbes will eliminate all toxic materials and also eliminate all pathogens. After 50 years of testing once a month health department water tests have found zero pathogens, but note and rapid increase in oxygen content.  You may contact me on Skype: guy_mcgowen I am sure you will have many other questions.
