Depends on your area of ...

Depends on your area of interest and where you intend to research. For developing countries, the major issues for water management are how to maintain water quality and year-round availability in the cheapest manner for growing populations and water needs - this usually depends on preserving wetlands for natural water cleaning and storage, riparian forests along streambanks to arrest sedimentation, community-level programs for waste management and urban water management. Then there is groundwater and surfacewater monitoring. Reservoir management and flood control. Within these main topics can be numerous smaller topics for a MS thesis.

An interesting concept that ...

An interesting concept that is coming to the fore is water footprinting. This entails looking at water in a local context and developing decisions for its best use bearing in mind the environmental impact of its use. The concept can be used to consider a number of scenarios and it may prove a useful tool for both water management policy and strategy development as well as for informing and engaging with a wide range of stakeholders. For example how much of the available water is needed to meet the needs of the community for sustainable public health and if other water is available how could it be best exploited for the benefit of the community.
